Muscat – The Ministry of Culture, Sports and Youth (MCSY) has unveiled the 2026 youth agenda, announcing the rollout of 40 initiatives across various governorates to strengthen youth engagement and enhance their role in national development.
Mohammed bin Marhoon al Maktoumi, Director of the Youth Initiatives Department at the ministry, said the 2026 programme will support at least 40 youth initiatives, targeting 12,000 young people nationwide. The plan includes organising a Youth Initiatives Forum and an annual gathering to review key issues related to youth-led work.
An electronic licensing system will also be activated in line with the Youth Initiatives Regulations issued under Ministerial Decree No 437/2023, providing a structured legal framework for youth initiatives and enhancing governance standards.
The 2026 Youth Initiatives Project seeks to empower young people to assume leadership roles in community service while promoting a culture of organised volunteerism. The initiative aligns with the objectives of Oman Vision 2040, particularly under the ‘People and Society’ pillar, which prioritises citizenship, identity, heritage and national culture. It also supports targets set out in the Tenth Five-Year Plan relating to youth development, culture and sport.
The project aims to expand youth participation in community work, formally register initiatives, strengthen their institutional capacity and widen their beneficiary base.
Separately, the ministry will implement the 2026 ‘Oman Support Youth Volunteering Project to regulate volunteer work and establish a structured national framework. The scheme aims to cultivate specialised youth leaders in the volunteering sector and develop skills to manage initiatives under both normal and emergency conditions.
The programme includes volunteer support workshops, ‘Facilitation Pioneers’ training sessions, a volunteer support lab for exceptional situations, and the establishment of four volunteer camps across the sultanate.
At least 500 young volunteers will be trained under the project, alongside the development of an emergency volunteer intervention plan in coordination with the National Emergency Management Centre. The initiative will also deploy youth volunteers to support four government events during 2026.
In 2025, the ministry supported 61 youth initiatives, benefiting more than 14,000 individuals. The first edition of the Initiatives Incubator was launched with the participation of 60 young people, while the Youth Initiatives Forum brought together 30 initiatives.
