Muscat – Ministry of Transport, Communications and Information Technology (MTCIT) has invited international consulting firms to submit bids for preparing the national Advanced Air Mobility (AAM) master plan.
According to the tender, the selected consultancy will assist MTCIT and the National Steering Committee in designing and implementing Oman’s AAM strategy. The project aims to establish a comprehensive framework for integrating advanced aerial transport solutions into the country’s mobility ecosystem.
The scope of work includes developing eight integrated components and governance mechanisms covering regulatory, institutional, infrastructure, economic and social dimensions. The consultancy is expected to deliver key studies, decision-support tools and strategic recommendations that will guide the long-term deployment of AAM technologies in Oman.
Tender documents are available till November 23, while bid submissions close on December 15.
Development of the AAM master plan reflects Oman’s growing focus on next-generation transport systems such as electric vertical take-off and landing (VTOL) aircraft, urban air mobility corridors and related infrastructure, aligning with its national goals for smart and sustainable transport.
In September this year, the Civil Aviation Authority and MTCIT signed a memorandum of understanding with US-based Odys Aviation to test hybrid VTOL aircraft in the sultanate, marking the first step towards AAM operations in the country.
The agreement will see Odys Aviation introduce its hybrid-electric aircraft Laila in a proof-of-concept programme scheduled to begin in the first quarter of 2026. It will involve Omani regulators, Odys Aviation and global partners in the AAM sector to operate hybrid rotorcraft in real-world conditions.
The master plan aims to develop infrastructure, operating policies and regulatory frameworks aligned with international civil aviation standards.
