Muscat – The Ministry of Social Development (MoSD) has introduced a card for persons with disabilities as part of its ongoing efforts to strengthen social protection and empower the disabled to access dedicated services and benefits with greater ease, supporting their full participation in society.
The Person with Disability Card serves as an official document confirming that its holder is a person with a disability. Valid for five years, it represents a key step in facilitating access to government services, privileges and specialised support provided by relevant entities. The initiative reflects an integrated government approach aimed at streamlining procedures and enhancing the quality of services offered to this segment of society.
MoSD stated that issuing the card is based on its approved disability classification, which includes physical, intellectual, hearing and visual disabilities, as well as autism spectrum disorder and Down syndrome. Applicants must be Omani nationals, individuals born in Oman to an Omani mother, or residents of the sultanate, provided the disability falls within the recognised categories.
The process of acquiring the card involves two main stages. The first is a specialised medical assessment to determine the medical causes and conditions leading to the disability, upon which an accredited medical report is issued as an official reference. This is followed by a functional assessment conducted by specialists to determine the degree of disability according to approved tests and standards.
Applications can be submitted through the unified government services portal (gov.om), via MoSD’s e-services portal or through social development departments in the governorates. The ministry has also allocated the hotline 1555 to handle inquiries.
MoSD affirmed that the Person with Disability Card is an important enabling tool that broadens access to services and helps beneficiaries obtain their rights easily, in line with national efforts to promote equal opportunities, inclusion and social integration.
