Muscat – H H Sayyid Bilarab bin Haitham Al Said, Minister of State and Governor of Muscat, reviewed the Ministry of Endowments and Religious Affairs’ executive plan for Muscat governorate in 2026 during a meeting with H E Dr Mohammed bin Said Al Maamari, Minister of Endowments and Religious Affairs, as part of efforts to strengthen institutional integration and support development across the governorates.
The plan is aligned with national priorities under Oman Vision 2040 and seeks to further develop the religious and endowment (waqf) sector, enhance institutional efficiency and widen the social impact of services provided by the ministry.
During the presentation, the ministry outlined a number of key initiatives for 2026, including strengthening the management and investment of endowments, improving operational efficiency across mosques, reinforcing governance standards for zakat institutions and expanding digital transformation programmes. Plans also include the launch of a unified electronic application to streamline access to the ministry’s services for citizens and residents.
Performance indicators in Muscat governorate were also highlighted. The governorate is home to more than 1,316 mosques and prayer halls, while approximately 1.75mn beneficiaries take part annually in religious and awareness programmes. More than 31,000 learners are enrolled in Quran programmes, and zakat disbursements to eligible families have exceeded RO3.5mn, underscoring the expanding scope of religious and endowment services and their contribution to social stability.
H E Maamari affirmed that the 2026 plan places strong emphasis on embedding a culture of quality and excellence, with the year designated to advancing efficiency, sustainability and measurable outcomes, building on the ministry’s developmental progress in recent years.
The meeting was attended by the walis of Muscat governorate, the Undersecretary of the Ministry of Endowments and Religious Affairs and a number of officials and specialists from both sides.
